It IS "safe" booru. Just because it says "adult only" on the image doesn't mean it's not allowed. Images are judged based on what you can see in terms of explicit content. This image itself is totally safe, even if the doujin it's the cover of isn't.

Basically, if it's a safe image with the words "adult only" on it, it's allowed, since it's SAFE.

If it's a questionable or explicit image with the words "adult only" on it, it's NOT allowed, because it's QUESTIONABLE or EXPLICIT, and this is SAFEbooru.
