^ I'd say no. The artist isn't the one who uploaded this, and can't see your comments here.

Unless you go to the artist's pixiv page and ask them there and they say it's ok, I'd advise VERY strongly against coloring it. I know that as an artist myself, I hate it when people color my linearts without me saying it's ok, and a lot of artists seem to feel the same way.
