Many, many untranslated images are tagged as "translated." I believe it's because when they come over from Danbooru, the translation notes don't come with them but the tag remains.

If I see an image/image set that strikes my fancy and has a "translated" tag but no translation, I usually hunt down the translated version on another booru (usually danbooru) and copy it over.
If I can't find the translation because it either doesn't exist anymore on other boorus, or because they have it tagged as "translated" when it isn't even translated there, I change the tag to "translation_request".
The leftover "translated" tags that make it here and to other boorus allow me to spot images where the translation didn't make it over, so I can fix it. Of course, this only applies to images I'd look at in the first place.
