Cinder is the underdog here. Her role as leader of her own click and near domination of the elemental spirits showed determination, but the next season Cinder is side-lined and made almost lower than henchmen because she can't speak. On the other end of the spectrum is Neopolitan, who was a third-string henchman of season 1's boss. Suddenly, she's going toe to toe with the future version of Blanke. Neopolitan had become a Marry Sue without the history to back up her new claims to fame. Not only that, but Neopolitan was never meant to be a womanly figure, but more of a spoiled brat.
BUT, if I forget all my opinions of the two characters, I would go with Neopolitan's season 1 character design because she kind of resembled Konpaku Youmu (Touhou).

Dandy has an insatiable greed for money, fame, and women. Dandy will be noble at times, such as comforting a dieing foe. Despite Dandy's draw backs, he displays courage and command even under pressure. Dandy loves a good adventure. Dandy regards himself as a hero for women. Dandy would show anyone how to have a good time while almost getting killed for it.
Right- Spike Spiegel (Cowboy Bebop)
You could say all the same for Spike, but Spike has served in war, been almost engaged to one woman; he doesn't actually look for adventure, but it comes to him anyways. Spike does not regard himself as a hero because heroes die fast or are foolish to Spike. Despite being an anti-hero, Spike does have convictions and loyalty to his friends. Spike would show anyone how to honor their friends trusts and keep going back to a friendship.
