I thought the cosplay tags were just for who they were cosplaying AS, not who was DOING the cosplay.

That looks like a fossilized snake in her hair, which doesn't make any sense when you consider that Cirno is a Sprite and could never get this tall. So its either Sanae has no talent as a cosplayer, or the artist isn't a fan of Touhou and deserves some grief.
